Well, it’s faster/easier to quickly process/justify consequentialism. Intention can be a case of attempting to read minds but crucial in court systems. Slow and often takes group work. Virtue ethics is preventative but so often used merely for finger pointing and less for the slow work of building character, well, it’s slow. Consequentialism can be had for a quick calculation of population and effects and a glib “greatest / fewest number”.
