Well, it can be useful to measure the ratio of “appearance” vs “experience” of consciousness. It shifts the issue away from a relationship between substrate and process, “assuming this substrate, how does this process emerge?” to a relationship between “appearance” (measurable behaviorist) and “experience” (phenomenal).
