Well, once the “Did it Happen?” is answered, THEN there is the matter of “Intent”.

How can we measure Intent?
*Brain reading is currently impossible.* and historical brain reading even more so.

Justification is built-in to our neural systems.

We witness something. 400 ms later, if something is unexpected (a new blob on the screen forming a new word we notice), we begin processing it and start forming a story to justify what we had just experienced.
