US Constitution is not so important to me here.
Rather, what is good for a society.
US Constitution is one example. There’s certainly others as well, real and fictional, but I don’t go around putting them on a tier system.
Rather, I look to see what’s structurally important to me.
To me, a right to vote should be primary in a hierarchical system in which people are deigned to represent you in decision-making.
So, I would have the right to be vote be of top importance and extend to everybody on the soil of the land that is affected by the decisions made by the representatives elected.
Prisoners, the mentally feeble, children, they would all also have a right to vote that is protected and anonymous just as those who vote now do.
From proper representation comes proper decision making – in theory.
Now, I see the tying of representation to land-masses to be flawed as well, but I don’t have an answer for that. I do believe in greater control at more local levels and weaker control at larger land masses, however they would be in the order of general people management that allows for maximal individual freedom/opportunity/etc.
