Lowest speed. Also, the answer was facetious, a way of stalling.
The seller wanted the asking price and didn’t want to play the bargaining game. Hoped to get a chuckle out of the buyer who would then pay the asking price. It’s deflection.
“What’s the lowest you’ll go on it” is naive haggling anyway. Ask about flaws and stuff and then try to get the price down. Offer a lower price yourself that’s lower than you expect, ,see if they’ll take it.
But the seller asked the price they asked. It’s up to the buyer to try to lower it.
But I agree – the whole process is dumb.
