I mean why not both? You can honor those who served honorably and as well as honor the victims of war.

Women who served also deal with particular problems faced less often by men. Prior to Trump’s inauguration, the VA started some focus on the issue, although I don’t know if it continued post inauguration or not as there have been a lot of cutbacks to specific programs in the VA
