They don’t argue about things they actually *could* do something about, which really, isn’t much at all.

They don’t argue about things they actually *could* do something about, which really, isn’t much at all. They can INFLUENCE opinion… veto something maybe…. declare war maybe… but power? Not much. Checks and Balances actually works pretty well. Keeps things relatively stable overall.

Appointing judges? That’s probably their biggest power to influence change. For that, someone has to die. It’s an interesting system, honestly.
