“There is absolutely no rational reason to be doing it this way” is an absolutely correct statement. But what is incorrect is attempting to pin all the blame on one party or another. This has been a forced “issue” for decades, a handy wedge issue for political infighting but more importantly, will not be “solved” because it benefits US Agriculture and small arms manufacturing / trade (just to name two powerful lobbies) to have neverending issues that allows their trades to continue to be ‘free’.
