It’s missing a true SUBJECT. “The answer” does not float around in imaginary Platonic realm. Rather, the missing parts of this is:
 
[SUBJECT] [thinks/wants/believes/hopes/dreams/calculates/etc] The TRUE answer is [OBJECT]
 
Eliminating the subject is commonplace, especially in the Sciences but also in many realms. This turning-abstracts-into-Persons (treating “Answer” as if it is a speaking subject, which it is clearly not upon examination] can lead to incorrect thinking.
