The shooter was a law-abiding gun owner. Up until the moment he wasn’t. Until then, he was fully exercising his rights as an American citizen engaging in commerce. If only they had a way to check the background of buyers, they could find out if someone was previously a maniac. But that’s continually prevented in many states.
