The problem you’re talking about started when EFFICIENCY EXPERTS got involved wanting to cut the budgets.
So if the rule is: If you don’t need it, you lose access to it, you invent ways to use it.
So then the efficiency experts come in to cut up the budget for “money savings” (which is really just: Put more money in the pockets of a few higher ups by cutting budgets of the lowers).
They ask everybody “What do you do every 15 minutes?”, micromanaging tasks.
This increases paperwork and makes things less efficient, increasing the bloat it’s trying to remove.
