Think Degrees of freedom. The flaw is seeing horizontal and vertical as perfect ideals. In reality, there’s a lil bit of vertical in horizontal and a lil bit of horizontal in vertical and that can be used as building materials.
If you only have access to the X axis but you want to be able to paint on the Y axis.

If you have poor fine motor skills and can only move your arm from left to right, you will be unable to paint up and down in the same manner as you can from left to right.
So, you need to find alternative ways to move your paint up and down while only having access to left/right movement.
