That verbage is just feel-good legislation that doesn’t actually do anything.
Whether it’s in or out of the legislation, nothing changes legally.
What changes is the feelies of certain constituents who felt protected from this being considered a sexual orientation by putting it and it alone explicitly stated by itself in the legislation.
It also is a placeholder for any future political group to add ADDITIONAL “will not be considered a sexual orientation”. It is a magnet to add more and more to.
Removing it does not change it into a sexual orientation or suddenly allow it; rather it removes the easy magnet for future legislators to attach future criminalization of current sexual orientations.
