Speaking “in a general way” – something does seem to happen with impulse control during adolescence. Some of that is the very novelty of experience itself and growing physical strength. They’re not small anymore. I think you make a good point about having to relearn childhood lessons : I think I was smarter at 11, went through a period of dumb and then started over again when I was about 25 yrs old. Yet at 44, I still do stupid things. I’ll always do stupid things. Was I really smarter at 11 or was I simply more rule following at the time and less encumbered by libido issues? I don’t know. Still all that being said, I think worldliness (and lack of it) accounts for some of what you’re talking about in a way that’s different from wisdom.
