It’s all too often the case that the truth is more boring than fiction.

Leaving a gap. A big “oops”. I can see that as a possibility.
Then again, in normal everyday operations, it might not even require a stand down order. Much of what appears to be efficiency and organization is a public relations scam, as all organizations ATTEMPT to appear unified far more than they actually are.

My neighbor down the road is ex-CIA. Unfortunately, he’s a bit paranoid. He had an incident where he was asked to leave [pulled a gun on a superior commander, not allowed to handle guns now].

He has many tales about the strange goings on within.

But one thing he wouldn’t agree to is the idea that they’re orchestrated very well.

Political manuevering, grandstanding, “more for my department” games, just like any other organization.

Shannanigans, yes. Organized shannanigans? Not so much.

So, for the CIA to leave a gap? It would only require doing what they normally do; worry about their promotion rather than watching the monitor. Getting a cup of coffee because the screen is boring. Human stuff.
