Schools punish the victim and encourage the victim to change schools while the bullies remain and continue and graduate as if they are normal and doing normal things. But it’s not “normal”. It’s encouraged. Just look at the comments. You’ll always find things like: “It’s always been that way. Fight back. Take martial arts” things like that. The school is _precisely_ in the position to do something but no, it’ll fall back on the child to handle on their own; sometimes they can get their parents to help and sometimes not. But the bullies will get all the support they need which is space to continue doing what they do and the victim will, as always, be the one that gets punished.
