It is a well known fact in business and government alike. Denial of this always leads to problems such as significant service or goods changes that modify the goals.

When will I delivering less for the less money?

Now, it’s possible that you don’t CARE about loss of service as long as money is being saved.
That loss of service is precisely what a loss in effectiveness is. Loss of service is ineffectiveness. It is a changed business target altogether. In that case, it is not moving towards “more efficiency” because it is an entirely different goal now.
