…is that *if* you are measuring the Universe from an “outside” perspective, *of course* now must either be irrelevant or an everpresent “now”.

Yet : how are we measuring change? Time.

Is the Universe ultimately fixed but in such a way that we’ll never know?

Possibly. But, to pragmatics – we _are_ in fact creatures that experience time. We experience existence. We don’t remember birth or death but we remember a lot of stuff inbetween there.

Is there no elasticity? There is. What is elasticity? Memory.

What makes an algorithm differ from an equation?

Time.

Are algorithms an illusion?

The issue I have with these, as much as I’d love to believe in a block universe view, whether time is ever present or non-existent is… well, there are many.
