Once you know where you are, then you can decide where you want to go.

It’s a bit disorganized, but as many sites as I’ve done, I’ve never been good at that stuff either. A good UI for a website is no easy task, which is probably why so many sites have similar layouts.

I’d suggest starting with what you have and make an old fashioned Outline of it or a mindmap (works out to the same thing) on paper.

Then sketch it up somehow on software. A good piece of generic Windows software for easily making “boxes and lines” is DIA:

It’s the closest thing to doing it on paper that I’ve found.
