You can’t see why they did it?
It should be obvious and it’s smarter than it looks.
Let’s go back to school. There’s a vicious bully. Nothing can be done to stop it, it seems. The bully commands a large group of other bullies and orchestrates activities. Meangirls, physical violent boys, whatever.
Now, clever school does this:
Establish an anti-bullying committee. Put the head bully in figurehead charge of it but he has to answer to a committee himself/herself.
Don’t you think that would change a few things?
