Moderate views are average views. They usually occupy the largest percentage of people. In US politics, that’s the independents who are the largest amount of people. They’re not necessarily more reasonable or rational. But their views are generally more moderate than the extremes of either side.
An example of moderate-but-with-a-side in US politics would be the Conservative Democrat on one side, a sea of independents in-between, and then the Moderate Republican on the other side.
Now if you’re talking about more than politics, then maybe that’s different.
