The Ottomans believed it because they took over the seat of power and they ran it for 600 years. since they adopted a lot of Roman empire rules, I would say that they were legitimately the third Roman empire. but Russia believed they were third rome after byzantium fell as they carried on christianity. Napolean believed he was going to set up a third rome. and hitler believed his 3rd Rome was going to be “it”. of course, the United States believes that they are but never *says* it directly. yet we have all of those Greco Roman buildings in Washington DC so we believe it too
