Meaning, he’s not a religious teacher in a religious context. It’s a public school and he’s putting some very specific very particular religious values on a diverse population and it’s out of line.
I’ve known many religious people and yes some talk that way, but many do not; I’m guessing the areas of the country where purity rings are a valid item it might make more sense. I wasn’t raise in an area with that kind of stuff but they taught us about modesty and such too, just not like that.
It comes off as he himself is treasuring the girls’ bodies in that context.
