Politicians in power have a lot of tools in their toolboxes to accomplish their goals. If the various departments aren’t agreeable to it, they can push back, delay, stall, etc but if they go along with it, that means they’re agreeable to it.

Not entirely zero, no. Study the twists and turns in the 2000 election. Despite massive $ to convince people, Bush won. Even his winning was a tangled mess of one mistake after another.
Politics is dirty and people have their favs and push for it, but in the end, the vote can change who gets in office.

Some countries have a forced vote. Australia I think does, for example. Our way looks weird to them. Do I agree with that? I dunno. I mean, it’s nice that you can say “no thank you” to voting in the USA.
