Civil service is very dependably merit based, far more than any other sector I can think of. The loophole being exploited right now is the probationary period in order to do a “shock move”, a typical “show of power” when the newboss comes in, standard 1980s management style. It is a poor management style too. Usually ends up wrecking the place.
