It’s communication. An observer participates in communication.
If it is one way communication, they receive to the best of their ability.
But it is when they communicate it to themselves or to others, it is filtered through their understanding of the material.
So, it will change in some form. It may be reduced or expanded upon well, if they understand the material as intended, or changed if they do not or if they have other things more pressing than accuracy.
