Some modern excuses for keeping it illegal have included the potential for slavery, underage or questionable family pairings (the adult children of a partner being compelled to marry the same person as the parent), or tax benefits or perceived difficulties in inheritance (although the last two are easily remedied without any changes to anything) But really it’s historically because of the Mormons since the mid 19th century.
