and only people who always paid the city for the right to speak to you can speak to you.
If someone is watching, they have duct tape over their mouths and can’t remove it on site unless they go to the PURCHASE THE RIGHT TO SPEAK license from the city, who they is authorized to remove the duct tape from your mouth and you can then speak to them.
