I’m trying to trace back the history of the notion “Formal Science” with this setup.

I saw a reference in the early 1990s, somebody (rightly) complaining that these topics don’t belong together as “sciences” like this but I need to dig further. It had to start someone but origins are often obscured or poorly documented, just “showing up” one day with new policies somewhere.
