I’m saying that everything is structured to place the blame on the consumer class. Here is one example: “Keep America Beautiful”. 1950s program that was designed by Coca-Cola and other manufacturers as an answer to the Federal Government’s concern about bottle waste from their plants. By shifting the blame (responsibility) on the consumer of Coca Cola products, the bottling companies successfully did not have to be responsible for their own waste. The same became true 30 years later with the recycling programs. etc.
