If each state played fairly this would be true. However, it is much easier, due to greater intimacy at a smaller scale, to “set things up” in an unfair manner on a state-by-state basis. It is even easier still at a county level and easier still at a city level. So, unfortunately no, it is not easier to overturn at a state level than a federal level because the strongholds are stronger at smaller levels.
