Confession: I’ve always pushed for this. Early internet, starting in 1990, ran a mailing list covering all kinds of issues, including voting.

A couple of groups spawned from it too like Taking Children Seriously and National Youth Rights Association so I did my part for history.

 Fractional voting could be a stopgap.. But KNOWING your vote counts in some way _might_ help increase future citizen participation in government.
