To declare a being has rights within the womb is to declare the fetus as owned by the State, in which case the State can claim ownership and removal from its surroundings. If the fetus cannot survive outside of the mother’s responsibility, then it is the responsibility of the mother still until such time that the State can have control of the Fetus and remove it the whim of whoever is Governor of whatever State at that time.
