I think Florida has stricter requirements than US military. As that is a US military base, and cutting costs is always a factor, I imagine keeping bird poop off the F-22s was a higher priority.
Gotta start with a Pentagon audit. Your vision’s not too bad. My thing is, a lot of money is wasted on pet military-political projects – somebody’s nephew graduates and his uncle is a big-wig and they build a multimillion $$ prototype that fails.
But a lot of that can be controlled by a Pentagon audit, less privatization of military (which is unaccountable) and reasonable civilian oversight at the local/state/federal levels.
Results are coming in Nov 2018. Unfortunately, I don’t trust the money-grabbers-in-power right now, who are gleefully siphoning off public funds for their own private companies.
But generally speaking, I’m glad this long-overdue audit (which started in the Obama administration) is finally happening.
