I have some doubts as to the universality of that. I think it’s due to the tested subjects being raised in similar environments, going to schools with similar socializing patterns causing similar developmental networks forming. Fix school, and I bet you’ll find it developing earlier. I have some backup for my claim that I can find.

I’ll have to find it but it had to do with the age of criminality. In Westernized countries, “teens” are a thing along with all of the stereoptyped patterns.

But I think it is Thailand or Phillipines – I forget at the moment — whichever it was the socializing patterns are radically different – the peaks of criminality are much different and there really is no “teen” per se.
