I could actually see that being a requirement for EMPLOYMENT in which a handgun will be issued. But for citizens, it’s a bit of a surprise move. I get what they’re thinking: Do the investigation before anybody is killed. Handgun-as-a-special-type of firearm compared to other firearms is well-established in law, so what’s an extra step for the background check?
