I always loved Licklider’s 1963 “MEMORANDUM FOR: Members and Affiliates of the Intergalactic Computer Network ” which was a tongue-in-cheek soft launch of the military involvement in developing these networks. I don’t know how much involvement he had beyond here, but it was a great name to start it with.
