Hm. It’s a Monty Python comedian doing an ad for motor oil.
He is trying to get the race car driver to say the motor oil company slogan.
But the race car driver is an honest man and does not understand that this is for an advertisment, where lying is normal as he is hearing what the interviewer is saying through a translator.
So, he continues disagreeing with the interviewer until finally the interviewer finds a phrase the non-English speaking race car driver agrees with.
But the twist happens when the race car drive has the final say in English, presumably implying that the driver understood the interviewer the whole time and was just toying with him.
That’s where we, the audience, laughs.
