haven’t seen 4ths adventures since early 80s USA so I forgot a lot of details. But my overall impression is Tom Baker’s Doctor had a little less total randomness compared to 1+2, but I remember Peter Davidson was always surprised when he got something wrong.

But in all of them, even back to the 1st, I always got this sense that the Doctor knew to trust the TARDIS, that there was usually some good reason for being there. So his absolute control over destination was less of a problem for the Doctor as it might have been for another Time Lord because the personality is somewhat of the http://tvtropes.org/pmwiki/pmwiki.php/Main/Cloudcuckoolander archetype — or perhaps one just say “Adventurous”.
