Reclaim existing, etc. Cooperation between diverse peoples can be tricky. Is there a law system to be put into place, even basic, to which agreement is helpful or even necessary? If so, what are those rules? Do they need enforcement or can they be ignored by the unwilling without consequence as part of society? Hm.
