It was its aggression and intrusion that was an issue. Similar to the current administration’s attempt to nationalize and central control of everything, it brushes aside individual state’s unique needs.

Were I King of Education, I’d mandate minimally intrusive standards that are continually adjusted to community needs, allowing for a maximum of the kinds of variations that do not negatively impact “basic knowledge” acquisition.
