For many, hope is what you do once you’ve completed all of the actions you’re going to do.
Action then hope for the best after that.
Prayer can be “give me strength” – which I think is one of the most valid prayers around – all the way to wishing for people or events to turn in a favorable way.
I think people raised to pray before they go out and play football use prayer in the manner you’re talking about: pray then action. A way of centering, focus.
But think for many average people, the order is: action, then hope and prayer for what’s leftover.
