for a) : there’s online courses you can try.  Youtube videos are always good.  Some websites have step-by-step.  Look around and see what ‘clicks’ with you in style.  For each of them, go through the first lesson, start to end and see if you like how they teach. If so, continue with them until you’re done with their thing.

You shouldn’t have to pay to learn, as there are enough free materials out there.

Then, make up some samples.  Fake pages.  Use free providers to show off examples of what you can do.

Then, hit local businesses that have websites that you know you can do better than them.

Then the harder part: selling yourself.  You need confidence, which you’ll get from going through the tutorials and putting some sample pages together by yourself.

This is just one possible route.  It’s the first that comes to mind.  You know yourself and where you live better than I, but it’s my first thoughts.
