Finally had to a chance to read it. It sounds like: the fact-atoms are contingent upon other condition-atoms for their ‘factness’, although a missing or incorrect condition-atom doesn’t necessarily invalidate a fact-atom but it does render a “but”. So, this is allowing facts to remain atomic while also recognizing the need for the conditions that make up the fact’s factness,without also requiring the invalidation of the fact if one of the conditions fails, although it might.
