Bid Manipulation is common but usually a little more clever than this. It’s usually illegal or at least unethical but this was really a botched up affair.
That said, in these “attempts at transparency” processes wherever they may occur (and I fully believe in transparency even when it’s manipulated) there’s often no “informal complaint tracking” which would allow for negative opinions not strong enough to forbid an inadequate company from the bidding process but enough to give sway. Of course that would also lead to other issues of possible libel. Still though… for a process designed to improve honesty, it sometimes ends up with the opposite.
