Well according to the article, the USA is missing a few newer hypothesis and aren’t considering certain aspects of the data that apparently turn out to be important after all.

But i suppose since we’re working with 50 years of growing FORTRAN code, a lot of early assumptions are somewhat fixed and hard to change too easily, even though they keep modifying the code based on better science.
